I don't think it will make a difference until first of all Thabo Mbeki makes some effort to stop covering for him and actually makes some effort to condemn Mugabe for his actions so he knows he is not being protected, and secondly until there is some direct action taken, for example UN soldiers being deployed into Zimbabwe. Anything else is just words.
