Why do the council proceed to waste our money and not do their jobs properly?

Up by me in Scotland, thousands of pounds have been wasted on new road signs in English and in Gaelic. Thing is nobody up there speaks Gaelic to the point where road signs need to be printed in the language! Think it may be to incite the tourists, but what a complete waste! Also, as many of you know on here, my partner is still currently experiencing problems with a family (not mentioning the nationality this time!) in the same block of flats as him. He has tried to get the council involved, then they pulled out at the last minute. It is a serious problem with noise to the point the police may be involved, but the council were bloody useless! Why? Do they ume that we have a personal vendetta against the family?!
